testing consistency

I guess you're right.

I've taken BOOT_CFLAGS out of the toplevel Makefile.in.  In theory
you should be able to override it in the next snapshot.  Let me know
if it doesn't work.

You also shouldn't have to play the strtoul game with the next snapshot,
if it doesn't work let me know.
