egcs-970910, powerpc-ibm-aix4.1.4.0, f771 Relocation overflow

It's apparently an AIX linker bug.  I thought 970910 still had the
f/config-lang.in which printed the warning that you might need
`-mminimal-toc' in CFLAGS, but, anyway, if can still occur -- it does
with the default bootstrap of the released g77 -- there should
presumably be a note about it added to the installation section in the
manual.
