Executive summary:

1) The Borland mechanism is very restrictive, and requires project-wide
co-ordination which makes it very inconvenient to use.

2) It seems to me there is no little sense working in pre-compiled
header files until we have cpp integrated into cc1/cc1plus.  That
is what cpplib is for, but there is a fair bit to do before we can
depend on cpplib.
