I compiled on sparc-sun-solaris2.5.1 with gcc-2.7.2.3

The libiberty (strange name... should be invoked by +liberty, not by
-liberty ;) is compiled inside liberty/libiberty with the new gcc, but the
Makefile tries to use ./../move-if-change, which should be
./../../move-if-change (or symlink that one into libraries).

At least on sparc-sun-solaris2.5.1 with gcc-2.7.2.3, SYS_SIGLIST_DECLARED
is not declared, which gives an error compiling collect2.
