sys_siglist problems

I think this patch should fix the remaining sys_siglist problems.  It
will appear in the next snapshot.


        * xm-svr4.h (SYS_SIGLIST_DECLARED): Define.
        * xm-news.h (SYS_SIGLIST_DECLARED): Likewise.
