patch for i370.[ch]

Could you please include the enclosed patch in gcc.  It outs generation of
the prologue and epilogue code for functions into i370.c, where it belongs
in my opinion.  A side effect of this is that compilation of anything
including i370.h speeds up, including libgcc2 when targetting i370.
