egcs-971031 on openVMS/Alpha

[Klaus Kaempf]

Debug information, as produced by the current testgcc, can only be handled
by an unreleased version of gas created by Ada Core Technologies.

So discard debug options from the free version.

	(DWARF2_DEBUGGING_INFO): Undefine.
	(PREFERRED_DEBUGGING_TYPE): Define as NO_DEBUG.
	(OPTIMIZATION_OPTIONS): Set debug_info_level to 0.
