I asked Jeff about this recently.   Yes, it was intentional, he said.

It was to pave the way for people using code right from the CVS 
repository becuase CVS/RCS doesn't handle files named with commas
very well.

Moral of this story is to 'mv ,brik .brik' before applying the 1215 patch.
