egcs_ss_19980131 won't bootstrap on alphaev56-dec-osf4.0d

fix-header has become much more verbose (or I had never noticed the
dozens of messages it prints now :-) and enters an endless loop.
Curiously, the other 8 platforms I've got access to, such as
alpha-unknown-linux-gnu, sparc-sun-*, i?86-pc-linux-gnu* and
mips-sgi-irix*, were not affected.

I have tried some minimal investigation, but I couldn't come up with
anything useful, and I won't have time to investigate it any further
this week :-(  Hope this helps...

No relevant configure or compilation flags.  I tried both cc and egcs
1.1.1 as bootstrap compilers, the same problem occurred.

BTW, I've started trying non-GNU compilers as bootstrap compilers, and
the build didn't finish in the sparc-sun-{sunos,solaris}* hosts,
because of the inappropriate definition of `inline' in auto-host.h
after stage1.  On mips-sgi-irix{5.2,6.3}, bootstrap completed
successfully with cc.
