GCC build failure, HEAD@167430 on native

With your recent patch, GCC HEAD revision 167430 had problems on:
native: build (about the same as the previous build)
Attached is build output for those targets.
The previous build was of revision 167429.

VALID_NEON_QREG_MODE and VALID_NEON_DREG_MODE cases. Permit
slightly larger constants in the latter case.

* gcc.target/arm/neon-offset-1.c: New test.
