GCC build of HEAD@141138 failed for native

With your recent patch, GCC HEAD revision 141138 had problems on:
native: build (about the same as the previous build)
Attached is build output for those targets.
The previous build was of revision 141136.

	* config/s390/s390.h: (TARGET_DFP): This requires TARGET_HARD_FLOAT.
	* config/s390/s390.md: Replace "TARGET_HARD_FLOAT &&
	TARGET_(HARD_)DFP" with only TARGET_(HARD_)DFP since this
	already implies hard float.  Also fix several insn condition
	with TARGET_DFP which shall require TARGET_HARD_DFP instead.
