These new FAILs

FAIL: 18_support/numeric_limits.cc (test for excess errors)
FAIL: 23_containers/list/cons/3.cc (test for excess errors)
FAIL: 23_containers/list/cons/8.cc (test for excess errors)
FAIL: 23_containers/vector/cons/4.cc (test for excess errors)

were caused by one of the following checkins
