    I suspect the faq is incorrect, at least for 3.2.  Please try configuring the compiler with the option
    
    --with-headers=<path-to-newlib>/libc/include
    
    instead of the --without-headers --with-newlib options.  This should enable the compiler to find the header files reuqired.
