 A few additional notes:
 This is a duplicate of PR 8595, I'll close the latter an keep 163 open.
 A minimal example is this, compile with g++:
 
 struct X { X (); };
 enum X::X() { }
 
 The error only happens if we try redeclare the constructor, i.e
 
 struct X { Y (); };
 enum X::Y() { }
 
 issues a proper error.
