Some generated Ada files are checked into CVS, but are not listed in
contrib/gcc_update.  This means that their timestamps can get out of
sync with their source files, so that more tools are required to be
installed to build the compiler than should be.  These files include
at least treeprs.ads, einfo.h, sinfo.h, nmake.adb and nmake.ads.

Try to build with these timestamps out of sync and without a full GNAT
installation.

List these files and their dependencies in contrib/gcc_update, and
ensure that updated versions are checked in whenever necessary when
their source files change.
