 The current gcc 3.0 branch compiler no longer accepts this illegal
 code, but it still throws an incorrect error for the test case:
 
 $ gcj -c Test.java
 Test.java: In class `Test$Inner':
 Test.java: In method `Test$Inner.m()':
 Test.java:13: internal error in check-init: tree code not implemented:
 type_decl
 Please submit a full bug report, with preprocessed source if
 appropriate.
