libgcj has an --enable-target-optspace.
This forces -Os and whatever target specific size
optimizations exist.  See configure.host.
We should add an --enable-target-opt option.
This should force maximum target specific optimization.
We also need to add JAVAFLAGS support, much like CFLAGS.
This should always be overridden if either --enable-target-optspace
or --enable-target-opt are specified.
