[Ada] Restore accidentally removed part of a comment about unset references

Fix an unintentionally removed comment.

Tested on x86_64-pc-linux-gnu, committed on trunk

gcc/ada/

	* sem_res.adb (Resolve_Actuals): Restore first sentence of a
	comment.
