Go patch committed: Initialize variables with go:embed directives

This Go frontend patch initializes variables with go:embed directives.
This completes the compiler work for go:embed.  Bootstrapped and ran
Go testsuite on x86_64-pc-linux-gnu.  Committed to mainline.
