[patch] openmp test: Add dg-require-effective-target fopenmp to g++ test using -fopenmp

Hello,

This prevents failures of a test using -fopenmp on
targets not advertising support for that feature (VxWorks
in my case).

I have also verified that the test still runs and passes
on a native x86_64-linux configuration.

Ok to commit ?
