[PR66791][ARM] Replace __builtin_neon_vcreate* for vcreate intrinsics

Hi,
This patch replaces calls to __builtin_neon_vcreate* builtins for
vcreate intrinsics in arm_neon.h.
Cross-tested on arm*-*-*.
