[PATCH][GCC10] arm: Fix unwanted fall-through in arm.c

Hi all,
this is to fix in GCC 10 the incomplete backport done by 1aabb312f of
what at the time I fixed on master with dd019ef07.
Regtested and bootstraped on arm-linux-gnueabihf.
I guess should be under the obvious rule but prefer to ask, okay for
gcc-10?
