Fix noaddr testcase

Hi,
this patch prevents lto-section-out to dump section name into the
dump file when noaddr or nonnumbered is used because it contains
a random seed.
regtested x86_64-linux, comitted.

* lto-section-out.c (lto_begin_section): Do not print section
name for noaddr and unnumbered dumps.
