I'll admit I'm not too familiar with this code, but don't you want to be setting cfun->machine->pic_reg to the pic_reg that
was passed into this function (if pic_reg != NULL as per the function comment)?

It's not the capability for creating pseudos that is relevant here, but whether we have an instruction
stream to insert insns on. Do you think that using currently_expanding_to_rtl would work as a condition?
