[PATCH] Define std::endian for C++2a (P0463R1)

This is a tiny feature, small but perfectly formed. And easy to
implement.

	* include/std/type_traits (endian): Define new enumeration type.
	* testsuite/20_util/endian/1.cc: New test.

Tested powerpc64le-linux, committed to trunk.
