Generally we are pretty relaxed when it comes to web pages, and in 
particular the changes.html documents.  (I've always made the point 
that maintainership, or in fact even contributorship of something, 
also extends to related aspects of documentation including the web 
site and changes.html.)

That said, as you have seen from Kyrill's and Jakub's feedback 
(Thanks for your constructive reviews!) there is benefit in getting
changes to those areas reviewed.  Which I am always happy to help
with, even though these days I mostly get to GCC on my weekends ...
