This patch has the same issues we are trying to solve for PR83488,
both AVX512BITALG and AVX512VPOPCNTDQ, because they appear in both
with | OPTION_MASK_ISA_AVX512VL and thus need to be flags rather than
flags2.

I'll prepare a patch.
