[testsuite,avr,committed] Treat reduced avr tiny devices as "tiny".

Committed this change in order to reduce the FAILs for AVR_TINY from 
~3000 to ~2000.  Rationale is to turn FAILs because of "relocation 
truncated to fit" to UNSUPPORTED.
