[PATCH, testsuite]: More fixes in vect testsuite

Hello!

- Remove harmful "dg-do run" directives (run vs. compile is handled
automatically by the vect.exp infrastructure)
- Add check_vect for runtime tests
- Remove default vector testsuite compile flags
