[Patch ARM] PR target/29693

[Ramana Radhakrishnan]

This fixes PR target/29693 by returning DWARF_FRAME_REGISTERS instead of 
calling gcc_unreachable.


Applied to trunk after bootstrap and regression testing on armhf.
