two issues during bootstrapping the patch on arm board on top of r220249

  * one warning treated as error.
    declaration of "new_stmt" need to be removed in
vect_handle_widen_op_by_const.

  * bootstrap failed, because of binary differs.
    Not sure it's caused by this patch as I haven't bootstrap r220249
without this patch, will start a night build to verify.
