[AArch64 costs 15/18] Cost more Floating point RTX.

Hi,

This one adds FMA, FLOAT_EXTEND, FLOAT_TRUNCATE, ABS.
and SMAX/SMIN.

Tested in series on aarch64-none-elf.

OK for stage 1?
