[PATCH, doc] Mention nds32*-*-elf in the target specific installation notes.

Hi, Gerald,

By reviewing the webpage on:
  http://gcc.gnu.org/install/specific.html

I noticed I forgot to add nds32*-*-elf into installation notes.
The ChangeLog and the patch are as below.
Bootstrapped and the webpage can be successfully built via 'make html'.

Is it OK for trunk?
