FYI: remove two stray uses of PARAMS

Jan-Benedict Glaw pointed out to me that my recent ansidecl.h change
caused a build failure for CR16.  I had missed a couple spots where
PARAMS was still used in the gcc tree.

I'm checking in this patch as obvious.
