libgo patch committed: Recognize arm64

This libgo patch from Michael Hudson-Doyle recognizes arm64 as the Go
name for the AArch64 architecture.  Bootstrapped and ran Go testsuite on
x86_64-unknown-linux-gnu.  Committed to mainline.
