[committed] Remove auto increment FIXME from pa.c

This hunk of code disabling auto increment instructions can be removed  
on
the trunk now that PR middle-end/56791 is fixed there.

Tested on hppa2.0w-hp-hpux11.11 and hppa64-hp-hpux11.11.

Committed to trunk.
