[patch, build] Restore bootstrap in building libcc1 on darwin

I can't tell: before your patch, 32-bit bootstrap was broken due to PR
bootstrap/63966 for quite some time.

	--build=i386-apple-darwin14.0.0
	--host=i386-apple-darwin14.0.0
	--enable-languages=all,ada,obj-c++ 

Bootstrap compiler is gcc 4.9.1 (patched for 10.10 support)

	CC='gcc -m32' 
        CXX='g++ -m32'
