[ARM] [Neon types 10/10] Remove neon-schedgen.ml

Hi,

After refactoring all the Neon "type" attributes, neon-schedgen.ml is
out of date and only serves to distract.

This patch removes the script.

I've run a bootstrap for arm just to ensure that no funky Make
machinery remains.
