[patch, committed] Update google/gcc-4_8 powerpc64 xfails file.

This patch updates our Google-local xfails file for the powerpc64
GRTEv3 build.  Committed after off-list approval from Diego.

Since the patch file is longer than the updated xfails file, I'm just
attaching the new file; this goes in as
contrib/testsuite-management/powerpc-grtev3-linux-gnu.xfail.
