[wwwdoc] Mark ARM/hard_vfp_4_4_branch as discontinued

[Richard Earnshaw]

In reality this was discontinued some time ago.  But I was just doing 
some local spring-cleaning and realized that wwwdocs had never been updated.

Committed as obvious.
