[patch] timevar TLC

Hello,

Many unused timevars, many timevars that measure completely different
passes, passes with the wrong timevar, etc.

Time for a bit of maintenance / janitorial.

Bootstrapped&tested on powerpc64-unknown-linux-gnu. OK for trunk?
