[PATCH][cilkplus branch] Libcilkrts bug-fix patch

Hello Everyone,
    This patch is for the Cilk Plus GCC branch. It should fix a bug in Cilk Plus runtime (libcilkrts) during initialization when the number of workers is greater than 3 times the number of cores in the system.
