Patch committed: Use GNU/Linux in comment

This patch changes "Linux" to "GNU/Linux" in a comment.  Bootstrapped
and ran libiberty testsuite on x86_64-unknown-linux-gnu.  Committed to
mainline as libiberty maintainer.
