[patch] Fix PR49199 - ICE with SLP reduction

Hi,

For SLP reduction (unlike regular reduction) the operands are not
checked to be loop internal definitions. This patch adds such checks.

Bootstrapped and tested on powerpc64-suse-linux.
Committed.

Ira

ChangeLog:

        PR tree-optimization/49199
        * tree-vect-loop.c (vect_is_slp_reduction): Check that the
        non-reduction operands are either defined in the loop or
        by induction.

testsuite/ChangeLog:

        PR tree-optimization/49199
        * gcc.dg/vect/no-scevccp-pr49199.c: New test.
        * gcc.dg/vect/vect.exp: Run no-scevccp-pr* tests with
        -fno-tree-scev-cprop.
