It isn't.

There's effective-target support for the following:

  arm32
  arm_vfp_ok
  arm_hard_vfp_ok
  arm_thumb1_ok
  arm_thumb2_ok
  arm_neon_ok
  arm_neon_fp16_ok
  arm_iwmmxt_ok

They check that adding appropriate flags (to be added by dg-options
later in the test) results in expected macros being defined and no
compiler errors or warnings.  Some need additional checks for flags
from multilibs that will override options to be used in tests, as with
my changes for arm_neon_fp16_ok.

If there are tests that fail now with a compiler configured using
--with-mode=thumb because they expect arm mode then the tests should
probably be checking that arm mode is used (arm32 does that) or using
-marm.

In case it isn't obvious, I'm still learning what all the ARM options
are and what they mean, so I might say some really dumb things and hope
that you guys will set me straight.
