Add Alpha -relax option from specs to new alpha/elf.opt

In preparation for the driver only accepting options listed in .opt
files, and not other options that simply happen to match some spec,
this patch adds the -relax option present in ASM_SPEC in alpha/elf.h
and in LINK_SPEC in various alpha/*.h headers to a new
config/alpha/elf.opt.

Tested building cc1 and xgcc for crosses to: alpha-linux-gnu alpha-gnu
alpha-freebsd8 alpha-netbsd alpha-openbsd.  OK to commit?
