[patch] alpha: turn -mcpu=<cpu> into -m<cpu> for assembler all the time

i guess this wasnt merged ... it still applies cleanly, and we've been using 
it in Gentoo ever since.  i have commit access now, so may i still merge it ?  
only asking since it's been so long ...
