[PATCH] Fix linking issues when using CLooG ISL and ppl-0.11

Hi all,

These two patches make sure that GCC is successfully linked.
As libpwl is a requirement for libppl_c and libisl is required for 
libcloog-isl.

Please regenerate configure, thanks.
