Minor tweak to IRA debugging support

This patch twiddles the code which dumps conflicts so that someone 
debugging IRA can either print the entire set of conflicts, or just the 
conflicts for a specific allocno.

The patch looks far larger than it really is due to an indention 
change.  In reality this patch just takes a blob of code out of 
print_conflicts and puts it into its own function.

Bootstrapped and regression tested on i686-pc-linux-gnu.  OK?
