C++ PATCH for c++/38064 (comparison of scoped enums)

I thought that my earlier patch for 38064 had covered all comparisons of 
scoped enums, but didn't actually test it.  Oops.

Tested x86_64-pc-linux-gnu, applying to trunk.  It seems like an obvious 
enough extension of the earlier 38064 patch, so I think I'll go ahead 
and apply it to 4.5 as well.
